Qualification: All registered Cub Scouts (in packs 190, 532, & 741) may participate in the annual Cubmobile" event. Only one Cubmobile from each rank from each pack will be allowed. 2. Car Construction: All Cubmobiles entered shall conform to the specifications in the Cubmobile Design Standards section of this document. 3. Competition Events: There will be two competition events, Speed and Design. Each Cubmobile entered may compete in both events. a. Speed Event Each scout will race for time. b. Design Event Each Cubmobile will be evaluated for workmanship. 4. Attendance: Each den may enter and race one car. Each scout must be present at registration and during the racing. 5. Race Day Inspection and Registration: Each Cubmobile must pass a technical inspection before it may compete. At least one scout per rank (per pack) must be present for Cubmobile inspection during the registration period. Each Scout (who wants to race) shall register during the registration period. 6. Failure to Pass Inspection: The Inspection Judges shall disqualify Cubmobiles that do not meet the rules as described herein. If a Cubmobile does not pass inspection, the den (and the dens adult leader, if present) will be informed of the reason the Cubmobile did not pass. Cubmobiles that fail the race day inspection will only have until the end of the registration period to make any necessary modifications; otherwise the Cubmobile will not be allowed to compete. 7. Racer Numbers/ Car Names: Scouts will be assigned a number at Registration. Racers are encouraged to name their Cubmobiles. Cubmobile names will be collected / recorded during registration (and used by the announcer during the race). 8. Impound: No Cubmobile may be altered in any way after it has been inspected. After a Cubmobile passes inspection, the Cubmobile will be placed in the impound area and must remain there during the event (except when racing). 9. Race Attire: Each scout racing shall wear appropriate footwear (no sandals only closed toed shoes) and long pants (and a heavy long sleeve shirt is highly recommended). Each scout must bring and wear a helmet (football, bicycle, or lacrosse) during racing. No scout will be allowed to race without a helmet. 10. Entrance Fee: Each scout should bring twelve (12) individually wrapped snacks; purchased or from scratch baked goods, chips, candy, etc. CUBMOBILE DESIGN STANDARDS 1. Material: Cubmobiles shall be constructed of wood (except as noted below). Structural components (frame, axles, and seat back support) shall be made of 2 x 4 construction grade dimensional lumber, the lumber shall be structurally sound and free from splinters. The seat, seat back, and seat back support braces shall be made from plywood and the plywood shall be at least 3/8 thick. 2. Construction Techniques: Cubmobile components shall NOT be joined with nails (they will not hold and the Cubmobile will not be safe therefore not allowed to race). Structural components shall be joined with metal; screws, lag screws, or lag bolts. 3. Size: Cubmobiles shall have a forty-eight (48) inch wheel base as measured from the center of the front wheels to the center of the back wheels. Cubmobile axles shall be 28 inches (not counting the wheel mounting hardware or wheels). 4. Wheels: Wheels shall be no smaller than 7 inches and no larger than 10 inches in diameter. Wheels shall be constructed of solid rubber (no inflatable tires). Wheels may have bearings if desired. Wheels shall be attached to the axle with a lag screw into the end of the axle. Lag screws must be at 3/8 inch in diameter and must be at least 3 inches long. Wheel mounting hardware may not rotate during racing. 5. Steering: Cubmobile steering shall be accomplished through a pivoting front axle. The front axle shall have a steering rope (bridle) and steering limit blocks affixed to it. The steering rope shall be at least inch in diameter, shall be affixed to the axle via a through-hole and knot technique, and should be made of a synthetic material (nylon is preferred). The steering limit blocks shall be at least 3 inches by 3 inches square, shall be securely affixed to the front axle with screws, and shall be no further than 1/2 inch from the main frame. The steering axle bolt shall be at least 3/8 inch in diameter, shall be at least 4 inches long, and shall have two nuts or a lock nut. 6. Brake: The (hand) brake shall be mounted with a 3/8 inch or larger bolt. The braking surface shall be made of rubber. 7. Seat: The seat shall be at least 15 inches by 20 inches and shall be affixed to the frame in at least two places. The seat back shall be at least 8 inches by 20 inches and attached to the seat back support in at least two places. The seat back support shall be braced on both sides of the frame. 8. Seat Belt: The seat belt and mount shall be judged by the inspectors to be able to restrain a scout in the event of a collision. The seat belt shall not be frayed or otherwise damaged. 9. Other: No weight(s) shall be added to the Cubmobile. No objects shall be mounted to the Cubmobile which may cause a safety concern for drivers, race staff, or race observers. All decorations (paint schemes, logos, etc.) shall be in good taste and in the spirit of the B.S.A. CUBMOBILE CONSTRUCTION SUGGESTIONS AND HINTS Correct alignment will go a long way toward a successful race that includes wheels that do not wobble (much). Use good materials dont buy the cheapest wood. Dont eyeball your cuts and drill holes measure twice cut once. Reinforce the rear axle (to stop it from moving at all) even a little movement here could make steering very difficult. Scouts that practice driving their Cubmobile will do better. Ensure your Cubmobile meets the design standards nothing could be worse than building a Cubmobile and not being able to race it. CUBMOBILE RACE PROCEDURES/POLICIES 1. Race Order: Since each den only has one Cubmobile, consecutive races for the same den will slow down the event; therefore, the race order will be shuffled. This will result in every scout needing to be available to race throughout the entire event. Scouts and their den leaders should pay close attention to the PA announcer. Once registration is complete a race schedule will be printed and posted. 2. Race Scoring: The race course will be equipped with a timing system stopwatches will be used in the case of a timing system failure. 3. Staging: Scouts will be staged at least two deep throughout racing. That means there will be six scouts in the staging / starting area preparing to race; two on the start line, two on deck, and two in the hole. The stagers cannot do this alone; den leaders (and den chiefs if you have them) are expected to assist in lining the scouts up for racing. Scouts will only be called for racing three times (per heat) if they do not show up for the heat they will not get to make it up (they will receive the maximum time for a run as determined by the race officials). 4. Starting: Once the Cubmobile and the scout are at the start line the starters will ensure that the scout has his helmet and seat belt on correctly, the track is clear (Cubmobiles and scouts should be clear of the finish line and brake / recovery area), and the track timer and scorekeeper are ready before he starts the race. 5. Racing: Once the start gate is dropped, the scouts (and Cubmobiles) are not allowed any method of propulsion other than that exerted by the force of gravity on the Cubmobile (no foot pumping or pushing is allowed). Scouts will be encouraged to stay in their lanes by the hay bales. If a scout collides with a hay bale and is stopped he should remain in the Cubmobile track spotters will assist the scout in completing the race (spotters will not push the Cubmobile merely realign it and let go). If a scouts run is somehow affected (the other racer pushing a hay bale into his path, spectator or track spotter in the way, or anything else which negatively affects the scouts race time) the race will be rerun. Racers are highly encouraged not to run into the track timing equipment if they do and affect the timing of the other racer, the heat will be rerun. 6. Fouls: Any unsportsmanlike conduct during racing will be considered a foul. If a scout commits a foul, that scout will receive a warning and the maximum time on that run for the first offense. Any scout committing a second foul will be expelled from racing and the race area. Some actions which are considered fouls are: intentionally interfering with the other racer and attempting to stop using only the hay bales after the finish (this list is not all inclusive). 7. Finishing: Once a scout crosses the finish line he should immediately apply his brake. Scouts will not get out of their Cubmobile until both racers have come to a complete stop. The finish line judge(s) will notify scouts when it is safe to get out of their Cubmobile. Once both scouts have finished racing, the finish line judges will verify the assessment of the track timer (by listening to the announcer). If correct, they will immediately move to assist the racers in getting out of their Cubmobiles and clearing the finish area. Once clear of the finish area, the scouts should quickly (without running) return their Cubmobile to the impound area (to allow another scout in his rank from his pack to get ready for racing younger scouts may need some adult assistance is pulling the Cubmobile back up the hill). 8. Awards and Recognition: The most important values in the Cubmobile competition are adult/child participation, craftsmanship, good sportsmanship and learning how to follow rules. Trophies will be awarded to the 1st, 2nd, and 3rd place finishers in each competition rank; 1st, 2nd, and 3rd place overall finishers; and overall Winning Pack (lowest average) for Speed Events. Additionally, trophies will be awarded for Best Looking, Judges Choice, Most Original, Best Themed Cubmobile, and Best Cub Scout Colors.
